Grantees can simplify and expedite the federal Head Start and Early Head Start grant application process by downloading and installing the latest version of the Grant Application Budget Instrument (GABI). This Windows-based software package mirrors the traditional paper application but adds the following capabilities:

1. Allows grantees to submit their applications via e-mail, diskette, or CD.
2. Can be used for both the full and abbreviated applications.
3. Audits grant applications for possible errors.
4. Alerts grantees to aspects of their program which may be out of compliance with federal regulations and/or best practices.
5. Allows grantees to run various fiscal reports to analyze their application data and compare it with the State, Regional, and National application averages.

Background Info: The Office of Head Start, as part of the Administration for Children and Families (ACF) initiative to consolidate their grant approval systems, has revised its grant application process. ACF will make annual grant awards for 12-month periods to Head Start and Early Head Start grantees on a three-year grant application cycle. Applicants should submit a full project description, a budget, and a budget narrative in the first year of each three-year grant cycle. Applicants should submit an abbreviated project description, a budget, and a budget narrative in each of the subsequent two years. Please contact your Regional Office to determine which grant cycle your agency has been assigned.
